Howard Rush 교수는 1974년부터 영국 University of Sussex내에 있는 SPRU(Science and Technology Policy Research) 및 영국 국립 경제 개발원(UK National Economic Development Office) 전자기술 부문에서의 종사를 통해 오랜 기간 과학기술 정책 분야에 서 풍부한 지식과 연구 성과를 거두고 있습니다. 현재 University of Brighton의 경영전문대학원의 연구개발 부문장이자, CENTRIM(Center for Research in Innovation Management)의 창립 멤버이기도 한 Howard Rush 교수는 OECD, 영국무역산업부, 유럽공동체, 세계은행, NATO 등에서 많은 연구 과제 및 정책의 실행에 기여하고 있으며, 주로 초밀도 전자공학을 통한 사회경제의 변화 전망, 정보기술, 벤치마킹, 컴퓨터 범죄 및 정부기술정책의 평가 등의 분야에 대한 중점적인 연구를 수행하고 있습니다.
